On August 23, an ad was placed in the Cape Breton Post by the Cape Breton County Economic Development Authority. Qualified firms were invited to submit proposals to BCA Holdings of Sydney for assessment of the feasibility of operation of a rail passenger service between Sydney and Halifax by Silver Dart Railway Ltd., a private company. Deadline was September 15th.
The terms of reference notes that Silver Dart proposes to use ex-VIA rail diesel cars, operated by one engineman from the short-line Cape Breton and Central Nova Scotia Railway on the Sydney-Truro portion of the route. Requirements are for marketing, operational and regulatory assessments, as well as a business plan. Both the thoroughness of the proposal and the price will be evaluated and the lowest price per percent score will determine the winning bid.
