Summary: As the Fantastic Four testify before congress on the proposed Superhuman Registration Act, a mind-control device continues to draw second-rate super-villains -- this time including Plantman -- to attack them.

The FF are the Human Torch, the Invisible Woman, Mr. Fantastic, the She-Thing and the Thing. The villains include Apocalypse, Dr. Doom, Eel, Flying Tiger, Man-Ape, Orka, Owl, Quill, Ramrod, Thunderball, Vanisher, Stilt-Man, Super Adaptoid, and Whirlwind.

Continuity: Concluding the story begun in "Shadows of Alarm!" (1989/12/03). Plantman, back in his full face mask, shows up for a couple of panels and is arrested. The next time a Registration Act is proposed, it will lead to Civil War.

Comments:The congressional debate is thoughtful and cogent; the action scenes are not as funny as they sound. By now, Sam (and Abe, in the previous installment) have been relegated to the role of comical walk-on loser-villain.
