Santiago City

Message from the Webmaster:

This is NOT the official website of the Santiago City government.

This website was constructed in November 1998 during the term of Paul Silverio as City Information Officer (He is currently a City Councilor). Paul is a good friend and when I broached the idea of putting up a website about Santiago City to him, he readily sent me data I could use.

This was during the term of Mayor Pempe Miranda, so you could say this site was semi-official. Then came the term of Mayor Amy Navarro. I was in communication with her son, Michael Navarro, and I would like to believe this was still semi-official. Another Miranda came into office, the son of Pempe, Joel. My contact then was Anthony Miranda, now a Congressman.

Santiago City still does not have an official website, although a half-assed attempt to create one was made. This meant taking almost all the information from this site including pictures, putting it into another site, and adding the City Information Office contact number. (I, at least, had to type everything from the paperwork that Paul sent.)

Since I no longer have any contact person in the present administration, I guess we can no longer call this a semi-official site. In any case, this site is first a site for Santiago City, regardless of political leanings. If anyone from the current (or future) administration(s) would care to send updates, press releases, or anything of value to the site, they can e-mail it to

Regarding questions concerning the North East Luzon Foundation, Inc. (NELFI) which supposedly has its main office at #70 Diamond Street, Plaridel Heights Subdivision, Santiago City, let me refer you to a message posted 05/05/2004 in the Public Forum section of our site:

Since many Filinos have been involved with the so-called NELFI or North East Luzon Foundation and since this organization is being active in my area also, I would like to inform you that:

"This foundation with SEC Registation No. A199717282, is NOT AUTHORIZED TO GRANT LOANS. The public is therefore strongly advised to take the necessary precautions before entering into loan transactions with the above named entity".

Kung ang Securities and Exchage Commission na mismo ang nagsabing hindi pwedeng magpautang ang NELFI, kapag nakarinig kayo ng pangakong pauutangin kayo, alam na ninyong hindi tutuo dahil wala nga silang karapatan. At kahit na pautangin kayo, ang utang ay binabayaran. Hindi ipinamimigay ang pera. If it seems too good to be true, it probably is.

Kung pinapangakuan kayo ng malalaking sweldo, mag-isip lang ng kaunti. Saan kukunin ang ipapa-sweldo? Ganuon na lang ba kalaki ang kinikita sa patubo sa mga pautang at kaya nilang magpa-sweldo ng malaki? Kung may ganuon kalaking pera ang NELFI, kahit siguro sa Makati City na itinuturing na sentro ng kalakalan, kaya nilang magtayo ng opisina, hindi sa Santiago City lamang. A little common sense goes a long way.

Kaya siguro wala pang lumalabas sa media tungkol sa NELFI ay dahil wala pang nagrereklamo. Sinasabi kasi na wala ka namang gagastusin. Maaaring wala nga o kaya ay manghihingi ng konting pang gastos gaya ng pagpapa-ID. Kahit maliit ang hinihingi, sa dami ng members ay malaking pera na rin yun!

Kung may reklamo kayo tungkol sa NELFI, magpadala ng e-mail sa Si Ana Gomez ang nakikipag-coordinate sa media.Kapag nakalikom ng sapat na reklamo ang mga ito ay maiimbistigahan na ang NELFI. Kung walang magrereklamo, walang mangyayari kaya't magsumbong kayo kung kayo ay naperhuwisyo ng NELFI.

In the end, the choice to believe or not is still yours. I can only advise.
